School of Government and Technology – Public Sector Learning Platform

Categories: web | Education | Government

The School of Government and Technology is a Berlin-based non-profit continuing-education initiative that builds an inter-organizational virtual learning community for federal, state, and local government officials in Germany. The platform delivers high-quality modular content on the topics public administration actually needs to navigate the next decade — data, artificial intelligence, leadership, organizational change, and communication in digital transformation. By removing the usual barriers of cost, location, and access, the school makes professional development genuinely available across all levels of the public sector. FusionWorks built the campus platform that powers the experience for learners and administrators.

A Virtual Campus for the Public Sector

The product is structured as a virtual campus rather than a course store, designed for officials who learn alongside peers from other agencies and other levels of government. Learners enroll in modular courses, work through structured content, and engage with the wider learning community across organizational boundaries. Additionally, the campus model encourages the kind of cross-agency knowledge transfer that is otherwise difficult to organize in a public-sector setting. This positions the platform as critical infrastructure for Germany’s broader digital-transformation effort.

Modular, Mission-Relevant Curriculum

Content on the platform is built around the specific competencies the German public sector is investing in: data literacy, applied AI, digital leadership, and the human side of organizational transformation. Courses are modular so officials can fit learning around demanding day jobs rather than committing to a long-form program. Furthermore, content quality is curated to a standard that matches the seriousness of the audience — these are people making decisions that affect millions of citizens. This focus on mission-relevant material is what distinguishes the platform from generic corporate training catalogs.

Access Without Barriers

A core principle of the school is that continuing education in the public sector should not depend on whether an employee’s home agency has a training budget or a physical campus nearby. The platform is delivered virtually, designed to be reachable from any location, and structured so that cost, geography, and bureaucratic friction do not stand between an official and the learning they need. Meanwhile, the campus serves as a meeting point for the broader German govtech community, including its links to the wider GovTech Campus Germany ecosystem. This open-access posture is what makes the platform credible as a public-sector institution rather than a vendor.

Development and Implementation

FusionWorks engineered the campus platform on a Node.js backend with a React frontend, focused on a clean, accessible learning experience for users who are not necessarily digital natives. Our team built the course delivery, enrollment, and community features that make a virtual campus actually feel like one. We worked closely with the school’s team to translate pedagogical and editorial decisions into platform behavior, and to ensure the product met the operational and accessibility expectations of a German public-sector audience. Furthermore, our long-running involvement supported the platform as it expanded its catalog and learner base.

The School of Government and Technology represents a forward-looking model for how public administrations can build their own capabilities — open, modular, and tuned to the real challenges of digital transformation.
